The SPECIAL SESSION of the Virginia Beach City Council was called to order by
Mayor Harold Heischober in the Council Chambers, City Hall Building, on
Monday, July 1, 1986, at 10:00 A.M, in accordance with City Code, Section 2-21.
Council Members Present:

PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA
FOR IMMEDIATE RELEASE
SUBJECT: MAYOR'S ADDRESS BY BOB JONES
JULY 1, 1986
During the past month I have spoken individuauy to each member of this new
Council. There are some deep differences of opinion, and strongly held convictions
about what is the right thing to.do in shaping our future and solving our problems.
It is also the truth that there is a deep divisioln in our community in response to
the most obvious characteristic of our City - phenomme growth. we w ere the 57th
largest city in America in 1980. In 1984, we were the 49th largest City. By the 1990
Census, if the current trends continue, we could be in the 30's.
The basic truth in all this is that growth is with us, Ilke it or not People and
businesses are moving to our beautiful city whether we're prepared or not.
It is no wonder then, that the polities of our City is largely defined by the
position of Council candidates to the growth problem. Nor should anyone 'doubt that
the critical choices immediately before us as a City involve: land use, schools and
roads. The measure of suecess of this Coun.cil in.t4p next, two years wiU be how well
we manage to reconcile the difficult trad@ffs causod by this growth. We want to
preserve our city's beauty while handling thl inhux of new people and esses.
This Council cannot begin its task of serving the public interest by underestimating
either the difficulty of the choices ahead of us created by this conflict or the intensity
of feeling in the public that we must succeed. Any gage of public 6pinion i ndicates
that the people of Virginia Beach are frustrated, even angry, over Couriiiii's efforts to
cope with growth.
What is to be our response? First of all, I believe we as a community and as
a Council must be infused with a new realism about our situation. We will fail if we
are seduced into false hopes or wishful thinking that growth will just go away or that
left to its own dynamics growth will somehow turn out all right or that our current
Comprehensive Plan can control the destructive forces of growth that undermine our
aspirations for building a great city. We will succeed only as together we come up
witli the best ideas.
Secondly, I believe as a community and as a Council we must be renewed in our
idealism and our confidence in the ability of the American system of government to
contend with such difficult confrontations. Our proximity to the Fourth of July should
remind us that our system has triumped over much greater crises than this.
The roots of our system were well expounded by great Virginians among the
nation's founding fathers: Jefferson, Madison, Mason, Washington and Marshall. We rely
on ideals and ideas openly debated and tested in the crucible of reason and experience,
with confidence that in the end good judgment and cooperation will prevail.
Thus we should not shrink from a contest of ideas in this Council about the
proper direction for this City. Nor should we dwen on or foster doubts about the good
will or motives of those of differing views. Factionalism wW pamlyze our best efforts.
I firmly believe this Council is capable of harmony with6ut compromising healthy diversity.
Let's work together!
The task before us is sufficient to consume all our energy with none left over
to waste on personal discord. The task is to build a great city - with economic
opportunities that will ensure a healthy economy while the natural beauty of our area,
our waterways and beaches, our treed neighborhood@, will be preserved in @ city you and
I can enjoy and be proud of for years to come.

A MOTION was made by Councilman Heischober to ADJOURN.
Councilman Moss distributed a letter calling for a SPECIAL MEFTING of the City
Council pursuant to Section 2-21 of the Code of the City of Virginia Beach,
immediately following the Reorganizational Session of City Council on July 1,
1986. This Special Meeting was called for the purpose of discussing certain
zoning matters and procedures (GREEN LINE).
This letter was signed by Councilman John D. Moss, Councilwoman Nancy K. Parker
and Councilman John L. Perry. (Said letter is hereby made a part of the
record).

order by Mayor Robert G. Jones in the City Council Chambers, City Hall
Building, on Monday, July 1, 1986, at 10:35 A.M, in accordance with a letter
signed by three members of City Council (Councilwoman Parker and Councilmen
Moss and Perry). A copy of this letter will be made a part of the proceedings.
Upon motion by Councilwoman Parker, seconded by Councilman Moss, City Council
CONVENED the SECOND SPECIAL SESSION of the Virginia Beach City Council in the
Council Chambers, City Hall Building.

A RESOLUTION ADOPTING A
COMPREHENSIVE LAND USE PLAN
WHEREAS, the Council of the City of Virginia Beach
adopted a Comprehensive Land Use Plan in January, 1985; and
WHEREAS, the Comprehensive Land Use Plan considers one
of the most pressing problems before the City to be its rapid
growth in a southerly direction into its predominately
agricultural area, which growth gives rise to incompatible land
uses and strains City resources in the provision of urban
infrastructure; and
WHEREAS, the plan considers it essential to provide for
orderly transition from rural to urban land use and sets forth a
dividng line, beginning at the point where the western boundary
line between the Princess Anne Borough and the Kempsville Borough
intersects with the Virginia Beach/Chesapeake City Line; thence
northerly along that line to its intersection with Princess Anne
Road; thence south and east along Princess Anne Road to Sandbridge
Road; thence east along Sandbridge Road to the Atlantic Ocean;
thence southerly along the shore of the Atlantic Ocean to the
Virginia/North Caroline boundary line; thence westerly along the
Virginia/North Carolina boundary line to the Virginia
Beach/Chesapeake City Line; thence northerly along the Virginia
Beach/Chesapeake City Line to the point of beginning, (hereinafter
the "Green Line") as the most effective tool to manage this
transition; and
WHEREAS, the Green Line has been in existence since the
City's adoption of its original Comprehensive Plan and the City's
Council has adhered to the Green Line in making land use
decisions; and
WHEREAS, there is already in existence residential or
commercial zonings within the area botinded by the Green Line which
are inconsistent with the Comprehensive Land Use Plan's proposals

for managing growth and which, if developed, will create some of
the very problems to be controlled by the Comprehensive Plan,
namely, the elimination of incompatible land uses and the timely
provision of urban facilities and services; and
WHEREAS, the Council of the City of Virginia Beach, in
December, 1984, received a report from Roy Mann Associates
entitled "A Management Plan for Back Bay," which report recognizes
the impacts which urbanized development in the watershed will have
on the Back Bay ecological system; and
WHEREAS, the Council for the City of Virginia Beach, in
February, 1986, received a report from Harland Bartholomew &
Associates, Inc., entitled "Growth Impact Analysis for the
Courthouse-Sandbridge Study Area," which report identifies the
required public services and their potential costs when the
development occurs in the Courthouse-Sandbridge Study Area; and
WHEREAS, the City Council is highly mindful of its
obligations to the public to provide for orderly growth within the
City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VIRGINIA BEACH, VIRGINIA:
That the Planning Commission and the Council of the City
of Virginia Beach will, during July and August of 1986, hold joint
public hearings to consider the possibility of utilizing
downzoning to reclassify properties south of the Green Line
(beginning at the point where the western boundary line between
the Princess Anne Borough and the Kempsville Borough intersects
with the Virginia Beach/Chesapeake City Line; thence northerly
along that line to its intersection with Princess Anne Road;
thence south and east along Princess Anne Road to Sandbridge Road;
thence east along Sandbridge Road to the Atlantic Ocean; thence
southerly along the shore of the Atlantic Ocean to the
Virginia/North Caroline boundary line; thence westerly along the
Virginia/North Carolina boundary line to the Virginia
Beach/Chesapeake City Line; thence northerly along the Virginia
Beach/Chesapeake City Line to the point of beginning) to an

appropriate district in conjunction with the Comprehensive Land
Use Plan and the Capital Improvement Program in order to provide
for adequate light, air, convenience of access and safety from
fire, flood, and other dangers; to reduce or prevent congestion in
the public streets; to facilitate the creation of a convenient,
attractive and harmonious community; to facilitate the provision
of adequate police and fire protection, transportation, water,
sewerage, and other requirements; and to provide for the
preservation of agriculture and forest lands.
Adopted by the Council of the City of Virginia Beach,
Virginia on the First day of July 19 8 6 .
