Item I-F. ITEM # 34694
Regarding the proposed Position Announcement for City Manager, Councilwoman
McClanan suggested the verbiage "strong financial expertise" be included in the
job description. Councilwoman McClanan referenced requirement relative Total
Quality Leadership. Other candidates should not be eliminated from
consideration, if they are not committed to this particular leadership
technique.
Councilman Lanteigne suggested the "capital letters" of Total Quality
Leadership be changed to "small letters" thus defining them in a broader
sense. This type of theory has been in the public sector only a short time.
Mayor Oberndorf said it should be understood the City Council is looking for
leadership skills.
Councilman Baum referenced line three: "..Mayor and ten member elected
Council." The verbiage should be directly-elected Mayor and ten-member Council.
Concerning the sentence ".. one of the largest and fastest growing cities in
the southeast United States." The words "approximately 40% (whatever the
correct proportion) is rural" should be inserted after the word "largest".
Councilman Lanteigne advised the announcement should state "a minimum of eight
years experience.." rather than "eight to ten years of experience as a high
level municipal executive."
Councilwoman McClanan expressed concern over issuance of contracts.
The City will not be advertising. The Executive Search Firm will be advertising
the position.
