Tn accordance with Section 2-21 of the Code of the City of
Virginia Beach, Virginia, a Special Meeting of the Council
of the City of Virginia Beach was called to order by Mayor
Louis R. Jones, in the Pavilion Theatre, on Wednesday,
April 27, 1983, at 7:00 p.m., for the purpose of a Public
Hearing on the proposed Operating Budget for the City of
Virginia Beach, Fiscal Year 1983 - 1984.
Council Members Present:

HONORABLE MEMBERS OF CITY COUNCIL
In accordance with City Code, Section 2-21, 1 hereby call a SPECIAL MEETING
of the Virginia Beach City Council to be held at 7:00 p.m. in the PAVILION
THEATRE on Wednesday, April 27, 1983, for the purpose of a PUBLIC HEARING:
OPERATING BUDGET for the CITY OF VIRGTNIA BEACH, Fiscal Year 1983 - 1984.

Mayor Jones read the Special Meeting Notice:
"Honorable Members of City Council
"In accordance with City Code, Section 2-21, I hereby
call a SPECIAL MEETING of the Virginia Beach City
Council to be held at 7:00 p.m., in the PAVTLION
THEATRE an Wednesday, April 27, 1983, for the purpose
of a PUBLIC HEARING: OPERATING BUDGET for the CTTY
OF VIRGINIA BEACH, Fiscal Year 1983 - 1984."

Robert Engesser - spoke on several topics
Pat Ricks - representing the Virginia Beach Restaurant Association
discussed high real estate assessments and sales tax.
Dr. Clarence A. Holland - representing the Virginia Beach
@estaurant Association, requested the meal tax be reduced
one-cent and noted if the reduction of the meal tax went into
effect January 1, 1984, two-thirds of tbe tax will have been
collected, with the City losing approximately $600,000.
William Miller - owner Duck Inn Restaurant and Treasurer of the
Virginia Beach Restaurant Association, requesting the meal tax
be reduced by one percent.
Gus Riganto - Virginia Beach Restaurant Association, requesting
the meal tax be reduced by one percent.
Robert Herman - owner of the Lighthouse Restaurant and
representing the Virginia Beach Restaurant Association,
requesting the meal tax be reduced by one percent. (Letters
were presented to Council, copies of which will be made a
part of these proceedings.)
Arthur Esenberg - President-Elect of the Virginia Beach Education
Xssociation, requesting Council adopt the School Board Budget in
total.
Joan Maguire - President of the Virginia Society for Human Life -
fidewater Chapter, expressed strong support for the withholding
of a $250,000 contribution to the Eastern Virginia Medical School.
Charles Dean - Virginia Society for Human Life, expressed
strong support for the withholding of a $250,000 contribution
to the Eastern Virginia Medical School.
Howard Carr - President of the Virginia Beach Fraternal Order
of Police, Princess Anne Lodge #8, requesting a pay increase
be granted to all Police Officers, effective July 1, 1983.
Patti McKinney did not appear when her name was called.
Margaret C. Beda requested tax relief for senior citizens

Pat Stolle - requesting a contribution from the City of Virginia
Beach to help fund a shelter for pregnant unsupported young women.
Attorney Grover C. Wright, Jr. - representing 1,200 City Employees,
requesting a pay increase for City Employees.
John A. Chappell, Jr. - Executive Director of the Independence
Center of Tidewater, requesting a contribution from City Council
to aid the handicapped.
Thomas J. McGa@e suggested City Council raise the tax on all
@obacco products, tax all vending and electronic game machines,
and raise the meal tax ten percent.
Robert Fentress - President of the Virginia Beach Chamber of
Commerce, requesting reduction in the meal tax to eight per-
cent, $250,000 be placed back into the Budget for Eastern
Virginia Medical School, support the Virginia Orchestra
Group, provide funding to Virginia Beach General Hospital
to aid indigent obstetrical patients.
Dr. Raymond Strangways - requesting support of the Virginia Beach
iops Orchestra under the direction of Walter Noona.
Dr. Toscano did not appear when his name was called.
Wright Harrison - Chairman of the Board of Virginia Beach
deneral Hospotal, requesting support from City Council to
Virginia Beach General Hospital to aid indigent obstetrical
patients.
Dr. Don Kinsopel - Chief of Staff of Virginia Beach General
ffospital and a-practicing obstetrician, requesting $378,000
from City Council to aid in the care of indigent obstetrical
patients at Virginia Beach General Hospital.
John Hodgeson - Past President of the Virginia Orchestra Group,
requesting support from City Council for the Virginia Orchestra
Group.
Phil Richardson requesting support from City Council for the
Virginia Orchestra Group.
Eugene Jahn spoke requesting City Council not support the Eastern
Virginia Medical School.
John Moss spoke on disposal income for the citizens of Virginia
Beach.
Doris Hall did not appear when her name was called.
Holly Hall did not appear when her name was called.
Beverly Schafer spoke in support of Pendleton Child Service.
John Heilig spoke in support of Pendleton Child Service.
Mary Petchel spoke in favor of the City withdrawing financial
support to the Eastern Virginia Medical School.
Colonel Punsalan spoke on increase in real estate taxes and
increase in re@l estate assessments.
Mrs. Edward Young did not appear when her name was called.
Mrs. Ida Hay spoke requesting Council not support the Eastern
Virginia Medical School.

Attorney Alvin Fox spoke in behalf of the Virginia Beach Orchestra
AssociaZion.
Sylvia Morgan spoke in behalf of the Virginia Beach Orchestra
Association.

Vivian Hitchcock relinquished her time to Colonel Punsalan.
Delores Delane_y - Parent Teacher Association, speaking in

Pat Roebuck spoke in behalf of the Virginia Beach Pops Orchestra

Frank Ferrigno - representing the Virginia Beach Pops Orchestra
and requested the City Council support the Virginia Beach Pops
Orchestra.
Dr. Lawrence B ard - representing the Virginia Beach Orchestra
Xssociation, and requested support from the City Council.
Walter Noona spoke concerning the Virginia Beach Pops Orchestra.
Thomas Lindsev did not appear when his name was called.
Andy F eeman requesting City Council not fund $250,000 to
the Eastern Virginia Medical School.
Barry Fine did not appear when his name was called.
Faye E wards requested City Council fund the Virginia Beach Pops
Orchestra.
Fran Marquese requested funding of the Virginia Beach Pops
-6rchestra.
Gail Hawkins did not appear when her name was called.
Rachael Sancilia cancelled her appearance.
Attorney Donald H. Rhodes spoke in support of Walter Noona and
the Virginia Beach Pops Orchestra.
Raymond Herrick spoke in behalf of the Pendleton Child Service
Center.
Steve Carlson spoke in behalf of the Virginia Orchestra Group.
David Wick did not appear when his name was called.
Robert W. Carter advised he will continue to support the idea of
@egional cooper-ation for the arts and humanities.

Judy Swann, participant in the Independent Center of Tidewater,
requesting City Council provide funding for the Center.
Steve Johnson spoke in behalf of Jeffrey Spencer and Mr. and Mrs.
Robert Ray requesting City Council provide funding for the
Independent Center of Tidewater.

Angelo Degree requested City Council fund the Independent Center
of Tidewater.
Dodd Fennell spoke in behalf of the Independent Center of Tidewater
and requested City Cc)uncil provide funding for the Genter.
John Rogers requested City Council support the Virginia Beach
Pops Orchestra and the Virginia Beach Orchestra Association.
Morag Walker spoke in behalf of the Pendleton Child Service
Center.
Duncan Devereux spoke in behalf of the Virginia Orchestra
Association.
Attorney Robert Ruloff spoke in behalf of the Eastern Virginia
Redical School and requested funding of that School.
Mel Koch - representing the Tourist Bureau of Virginia Beach,
requested additional funding for the Advertising Budget.
Veronica Thomas requesting City Council support the Independence
Living Center.
Melda Fink expressed concerns over the future of the Virginia
Beach Pops Orchestra and requested the citizens of Virginia
Beach support the "Pops" Orchestra.
Dr. William B. Mayer, President of the Eastern Virginia Medical
Authority, requested the City fund the $250,000 for the Eastern
Virginia Medical School and explained some of the functions of
the School (Annual Report, pages 11-13).
Mayor Jones announced there will be a Budget Workshop on Monday,
May 2, 1983, at 10:30 a.m.
Mayor Jones closed the Public Hearing on the Budget.
