Henry McCoy, Jr., D.D.S., in the Council Chambers, on Thursday, 1 July 1982, at Two o'clock in the afternoon for the purpose of electing a Mayor and Vice-Mayor for the City of Virginia Beach, 1982-1984. Douglas Newman, District Superintendent, United Methodist Church, the City's first Certificate of Honorary Citizenship. ITEM #18422 Mayor McCoy invited the Clerk of the Virginia Beach Circuit Court, J. Curtis Fruit, to preside for the election of the Mayor and Vice-Mayor for the City of Virginia Beach for terms of two years, 1982 through 1984, and administered the formal Oaths of Office to: Nancy A. Creech Barbara M. Henley H. Jack Jennings, Jr. Louis R. Jones Robert G. Jones J. Henry McCoy, Jr., D.D.S. ITEM #18423 Chairman Fruit offered for Council's consideration an Ordinance relating to the organizational meeting of City Council and the selection of the Mayor and Vice-Mayor for the Meeting of I July 1982. Councilman Baum made a motion, seconded by Councilman Jennings, to ADOPT the Ordinance relating to the organizational meeting of City Council and the selection of the Mayor and Vice-Mayor for the Meeting of I July 1982. Voting: 4-7 3- Council Members Voting Aye: John A. Baum, Nancy A. Creech, Vice Mayor Harold Heischober, and H. Jack Jennings, Jr. Council Members Voting Nay: Barbara M. Henley, Louis R. Jones, Robert G. Jones, W. H. Kitchin, III, Reba S. McClanan, Mayor J. Henry McCoy, Jr., D.D.S., and Meyera E. Oberndorf Council Members Absent: None - 4- ORDINANCE RELATING TO THE ORGANIZATIONAL MEETING OF THE CITY COUNCIL AND THE SELECTION OF THE MAYOR AND VICE-MAYOR FOR THE MEETING OF JULY 1, 1982 BE IT ORDAINED BY THE COUNCIL OF THE CITY OF VIRGINIA BEACH, VIRGINIA: In the selection of the Mayor and Vice-Mayor, the presiding officer shall drop from the ballot the name or names receiving the lowest number of votes until all nominees are eliminated from the ballot except two (2). This Ordinance shall be effective from its adoption. Adopted by the Council of the City of Virginia Beach, Virginia, on the day of 1982 7/1/82 - 5 - ITEM #18424 Upon motion by Councilman Baum, seconded by Councilman Jennings, City Council voted NOT to recess into EXECUTIVE SESSION for discussion of the election of a Mayor and Vice-Mayor. Councilman Baum placed in nomination the name of Harold Heischober. Mayor McCoy placed in nomination the name of Louis R. Jones. Upon motion by Councilman R. Jones, seconded by Councilwoman Creech, City Council voted to CLOSE the nominations for election of the Mayor of the City of Virginia Beach. Voting: 11-0* Council Members Voting Aye: John A. Councilwoman Oberndorf placed in nomination the name of Councilwoman Barbara Murden Henley. *VERBAL ROLL CALL OF COUNCIL - 8- Upon motion by Councilman McCoy, seconded by Councilwoman Oberndorf, and by unanimous vote, City Council voted to CLOSE the nominations for the election of Vice-Mayor of the City of Virginia Beach, Virginia. Chairman Fruit administered the Oaths of Office to Mayor Louis R. Jones and Vice Mayor Barbara Murden Henley. - 1 2 - Chairman Fruit presented the gavel to Mayor Louis R. Jones. Mayor Jones advised the formal seating of Council will take place July 12, 1982. Councilman McCoy advised it was a real pleasure and privilege to serve as Mayor of the City of Virginia Beach and congratulated Mayor Jones and Vice-Mayor Henley on their election as Mayor and Vice-Mayor, respectively. Councilwoman McClanan offered congratulations to Mayor Jones and advised Councilman McCoy the Council has appreciated his term of service for 1980 through 1982. Vice-Mayor Henley advised she looks forward to assisting the Mayor in any capacity she may be of assistance. Mayor Jones thanked all members of the Council for their support and for the support he hopes to receive in the upcoming two years. Mayor Jones is particularly pleased to have Thomas H. Muehlenbeck as Virginia Beach's City Manager as he is "very impressed with his stature and performance". Mayor Jones congratulated Vice-Mayor Henley on her election as Vice-Mayor.
