The Regular Meeting of the Council of the City of Virginia Beach, Virginia,
was called to order by Mayor J. Henry McCoy, Jr., D.D.S., in the Conference
Room, City Hall Building, on Monday 1 March 1982 at 12:40 p.m.

Mayor McCoy entertained a motion to permit Council to conduct its
INFORMAL SESSION to be followed by an EXECUTIVE SESSION for the
purpose of discussing the following:
1. PERSONNEL MATTERS: Discussion or consideration of employment,
assignment, appointment, promotion, performance, demotion,
salaries, disciplining or resignation of public officers,
appointees or employees.
2. PUBLICLY HELD PROPERTY: Discussion or consideration of the
condition, acquisition or use of real property for public
purpose, or of the disposition of publicly held property,
or of plans for the future of an institution which could
affect the value of property owned or desirable for owner-
ship by such institution.
3. PUBLIC FUNDS INVESTMENT: The investing of public funds where
.@etition or bargaining is involved, where no previous
announcement has been made of the business' or industry's
interest in locating in the cornmunity.
4. LEGAL MATTERS: Consultation with legal Counsel or briefings
by staff members, consultants or attorneys, pertaining to
actual or potential litigatio@ or other legal matters
within the jurisdiction of the public body.

Several comments were made concerning an article that appeared in the
BEACON regarding Pavilion Towers.
Upon motion by Councilman Buchanan, seconded by Councilman Standing,
City Council voted to proceed itito the EXECUTIVE SESSION following
tbe INFORMAL SESSION.

BUDGET HEARINGS ITEM #17856
Mayor McCoy advised Council of the Budget Review Schedule:
Wednesday - April 7, 1982 - 5:00 p.m.
Thursday - April 13, 1982 - 5:00 p.m.
Tuesday - April 22, 1982 - 5:00 p.m.
There will be a Special Meeting on Wednesday, March 31, 1982 at
5:00 p.m. for the purpose of hearing the Budget Presentation.
It was noted that Korn/Ferry International will meet with Council
on April 1 and 2, 1982.
CHANGES/AGENDA PACKAGE ITEM #17857
The City Clerk advised Council the Agenda would be bound and tabbed
for more efficient use by Council Members. The cost would be
approximately $5.00 more per week for the tabs and bindings.

ARRIVAL TIME ITEM #17858
Councilman Standing requested Council adopt a rule to open Formal
Meeting on time, (2:00 p.m.).
FREE-STANDING MOBILE HOME ITEM #17859
Councilwoman Henley advised Council that the Objector of the Ulrey
application for a Free-Standing Mobile Home has not sent her letter
to the Department of Permits and Inspections advising them she has
removed her objection to the Mobile Home.
Councilwoman Henley advised she will made a motion in FORMAL SESSION
to approve the free-standing mobile home pending receipt of the
letter.

LAKE SMITH SEWAGE LINES ITEM #17860
Vice Mayor Heischober made reference to a letter received from Willie L.
Gordon, President, Lake Smith Civic League, concerning potential
problems of sewerage in reservoirs, and requesting sewer lines be
installed in the Lake Smith area.
Vice Mayor Heischober requested the Health Department to study the
matter and report their findings back to Council.

REAL ESTATE ASSESSMENTS ITEM #17861
Cylde N. Merritt, Real Estate Assessor, introduced Jerald (Jerry) Banagan,
Assistant Real Estate Assessor, who provided Council with a report on
Reassessment Notices.
Mr. Banagan advised the average general reassessment increase is 10.12
percent and the median increase is 8.5 percent. The 9.864 percent
increase is an overall average.
PERSONAL PROPERTY ASSESSMENTS ITEM #17862
Ivan D. Mapp, Commissioner of the Revenue, spoke before Council regarding
personal property assessments and advised there are two main reasons
for assessing older automobiles:
1. When Council adopted the Budget Ordinance it
required the Commissioner of the Revenue to
assess all personal property at the Fair
Market Value
2. In 1980, a Law was passed by the General
Assembly which made it mandatory for
Assessing Officials to use a pricing guide.
The older cars are being assessed at the "very lowest value" ($400
value).

CIVIC RECOGNITION DINNER ITEM #17863
The City Manager advised Council of the Civic Recognition Dinner to
be held Wednesday, March 3, 1982, at 7:00 p.m.
VOLUNTEER COUNCIL ITEM #17864
Edwin S. Clay, Assistant to the City Manager for Human Resources and
Public Information, provided Council with an updated report on the
Volunteer Council.
Mr. Clay advised that approximately 2,100 people will be attending
the Civic Recognition Dinner.
In 1978, City Council approved the Staff Report "calling" for the
establishment of the Department of Volunteer Council. This Council
has been coordinating and trying to enhance the use of volunteers
within the Municipal government. There are four (4) basic points
the Council attempts to follow:
1. There are any number of tasks within our City
which could be accomplished by using volunteers;
2. There is an adequate "pool" of volunteers residing
in the City of Virginia Beach that would work for us;
3. The City would be able to train, recruit and use
these volunteers; and,
4. To expand and enhance existing City services by
the use of volunteers.
In 1980, the City had more than 1,600 volunteers who contributed
more than 80,000 hours for a total of $550,000. In 1981, the City
had in excess of 7,200 volunteers who contributed 280,000 hours
which totaled $1.2-Million. This does not include the volunteer
Fire and Rescue Squads as their hours are so Tiumerous.
