Henry McCoy, Jr., D.D.S., in the Conference Room, City Hall Building, on Monday, 19 January 1982, for the purpose of discussing a Personnel Matter. Council Members Present: John A. Baum, E. T. Buchanan, F. Reid Ervin, Vice Mayor Harold Heischober, Barbara M. Henley, W. H. Kitchin, III, Reba S. McClanan, Mayor J. Henry McCoy, Jr., D.D.S., Meyera E. Oberndorf, and Patrick L. Standing Council Members Absent: Clarence A. Holland, M.D. ITEM #17677 The City Clerk read the following Notice of Special Meeting: "Notice is hereby given of a SPECIAL MEETING to be held at 10:00 A.M. Standing Council Members Absent: None ITEM #17679 The City Clerk read the following Letter of Resignation: "The Honorable Mayor Members of the Council "Dear Council Members: "On this date, I have been informed by you that a majority of City Council feels that I can no longer be effective in my performance as City Manager of Virginia Beach. "As always, I accept the majority decision of Council and hereby tender my resignation. "Since 1970, I have enjoyed working for the citizens and various Councils of this City, and I have relished the opportunity tc) be part of this great City's history and future. "With your permission, my active employment with the City of Virginia Beach will end April 1, 1982, with the submission of the FY 1982/83 Operating Budget.
