Members of the Council
Dear Council Members:
on this date, I have been informed by you that
a majority of City Council feels that I can no longer be
effective in my performance as City Manager of Virginia
Beach.
As always, I accept the majority decision of Council
and hereby tender my resignation.
Since 1970, I have enjoyed working for the citizens
and various Councils of this city, and I have relished
the opportunity to be a part of this great city's history
and future.
With your permission, my active employment with the
City of Virginia Beach will end April 1, 1982, with the
submission of the FY 1982/83 Operating Budget. Effective
June 30, 1982, I shall no longer be an employee of the
City of Virginia Beach.

SPECIAL MEETING
VIRGINIA BEACH CITY COUNCIL

In accordance with Section 2-21 of the Code of the City of Virginia
Beach the SPECIAL MEETING of the Council of the City of Virginia
Beach, Virginia, was called to order by Mayor J. Henry McCoy, Jr.,
D.D.S., in the Conference Room, City Hall Building, on Tuesday,
26 January 1982, for the purpose of discussing Personnel and Legal
Matters:
Council Members Present:
John A. Baum, E. T. Buchanan, F. Reid Ervin, Vice Mayor
Harold Heischober, Barbara M. Henley, W. H. Kitchin, III,
Reba S. McClanan, Mayor J. Henry McCoy, Jr., D.D.S., and
Meyera E. Oberndorf
Council Members Absent:
Clarence A. Holland, M.D., and Patrick L. Standing

The City Clerk read the following Notice of Special Meeting:
"Notice is hereby given of a SPECIAL MEETING to be held at
5:00 p.m., TUESDAY, JANUARY 26, 1982, in the Mayor's
Conference Room, located on the second floor of the
Administration Building, Municipal Center, Virginia Beach,
Virginia, for the purpose of discussing personnel and
legal matters. This notice i.s given as required by Section
2-21 of the Code of the City of Virginia Beach. By copy of
this Notice, the Press is hereby advised as required by
Section 2-22 of the City Code."

Mayor McCoy entertained a motion to permit Council to RECESS into
EXECUTIVE SESSION for the purpose of discussing the following:
1. PERSONNEL MATTERS: Discussion or consideration of
employment, assignment, appointment, promotion,
performance, demotion, salaries, disciplining or
resignation of public officers, appointees or
employees.
2. LEGAL MATTERS: Consultation with legal Counsel or
briefings by staff members, consultants or attorneys,
pertaining to actual or potential litigation, or other
legal matters within the jurisdiction of the public
body.
Upon motion by Councilman Buchanan, seconded by Councilman Baum, City
Council voted to RECESS into EXECUTIVE SESSION, (5:00 P.M.)-
Voting: 9- 0

*By consensus of Council the Mayor announced to the Press via live
television that Giles G. Dodd, current Assistant to the City Manager
for Finance, will serve as Acting City Manager during the interim
period, beginning April 1, 1982.
