As prescribed by Section 2-9 of the Code of the
City of Virginia Beach, I request that Council have a
Special Meeting at 3:30 p.m. on Wednesday, September 9,
1981, in the Conference Room adjacent to my office in
the Admini@ation Building, Minicipal Center.
The purpose of this meeting is to discuss the
Position Paper on water.

The Special Meeting of the Council of the City of Virginia Beach,
Virginia, was called to order by Mayor J. Henry McCoy, Jr., D.D.S.,
in the Conference Room, City Hall Building, on Wednesday,
9 September 1981 at 12:35 p.m.
Council Members Present:
John A. Baum, E. T. Buchanan, F. Reid Ervin, Vice Mayor Harold
Heischober, Barbara M. Henley, Clarence A. Holland, M.D., W. H.
Kitchin, III, Reba S. McClanan, Mayor J. Henry McCoy, Jr.,
D.D.S., Meyera E. Oberndorf, and Patrick L. Standing

PbSITION PAPER ON WATER ITEM #17120
The City'Manager advised that "Virginia Beacb is at a crossroads in
its history, and we must not think only of today, five years from
now or even twenty years from now, but what will be the effect of
today's actions hundreds of years from now.
"This Council and previous City Councils have acted wisely in attempts
to diversify our tax base as well as provide our citizens the finest
place in this Country in which to live and rear a family. In
practically all aspects, the City Council has the capability of
controlling the destiny of 300 square miles of real estate known as
Virginia Beach. There is one obvious factor, however, which pre-
vents tbis Council and future Councils from determining the future
of our City - a source of water. To date, our sole ability to obtain
water is dependent upon the City of Norfolk.
"Even if we continue with the contractual relationship we now have
with the City of Norfolk, they will not be able to supply our water
needs after 1993 without substantial modification and enlargement of
their system. Beyond the year 2000 the City of Norfolk will not be
able to provide our needs from those existing sources. By tbe year
2000 it is anticipated we will need 60 million gallons of water per
day to meet our peak requirements. Obviously, a new source of water
for our City must be tapped, and in order to address any opposition
whether it be environmental, political or emotional,we need to begin
now.
"Therefore, based upon information contained in the Position Paper,
I recommend that we proceed to make efforts to join the Appomattox
River Water Authority and subsequently construct a water line 93
miles long from the Authority's present reservoir to Virginia Beach.;
to pay ARWA for the expansion and development of Lake Genito Reservoir
and the construction of a hydroelectric power plant to offset the
operational cost, and finally a water treatment plant capable of
processing 60 million gallons of water per day. This action would
provide Virginia Beach with more than a sufficient quantity of water
beyond the turn of the century. We would, for the first time, have
equity in a water source and the uncertainties of the future would
be resolved.
"Although the cost of this would be substantial, and is estimated at
$320,000,000+, I believe it would be worth the price to have our
health, welfare and economic security assured. In the long run, it
would be cheaper than attempting to discover a new water source on
an incremental basis such as 10 million gallons per day from brackish
desalting, 10 million gallons per day from fresh groundwater wells,
10 to 20 million gallons per day from wastewater reuse, and 20 to 35
million gallons per day from new surface water impoundments closer
to our City or seawater desalting.
"Therefore, I recommend tbat City Council authorize me to proceed
with the necessary legal documents to request tbe approval of the
member jurisdictions for us to join the Appomattox River Water
Authority.
"It is hoped that City Council and the citizens of this City will
follow tbese recommendations in order for Virginia Beach to con-
tinue to be an emerging City in control of its destiny."

Notes
a The current drought allocation is projected as a base supply for
the duration of the Norfolk contract.
b) Norfolk has in the past supplied up to 30 mgd on peak days, or
15 mgd above the base figure'
c) The Suffolk contract is subject to the first of two possible
five-year renewals in 1991.
d) The Isle of Wight contract is subject to a possible three-year
renewal in 1988.
e) The Southampton contract is subject to a possible five-year
renewal in 1986.
f) The Chesapeake contract may be renewed indefinitely or terminated
on 30 days' notice.
g) The Toll Road borrow pits can supply 2 mgd for 100 days, but
recharge rates are not khown.

The City Manager advised if, after f urther study and negotiation, a
commitment is made to proceed with the Appomattox alternative, Council
should be prepared to take the following actions:
1. To direct legal Counsel and draft contractual
agreements with ARWA,
2. To authorize detailed engineering and environmental
studies in conjunction with ARWA,
3. To direct financial advisors to prepare a report
on the most feasible means of project financing,
and if necessary,
4. To request local representatives to support
appropriate legislative initiatives in the
General Assembly.
It was the consensus of Council that the City Manager proceed to
Petersburg, Virginia, to meet with the members of the ARWA.
