Reid Ervin 8/10/81 -54- ITEM II-M. 2 ITEM #17044 The City Manager advised that on January 12, 1981, City Council heard the application of R. E. Townsend Estates, T/A Columbus Loop Associates, for a home for the elderly. At that time, approval by Council was based upon access to the particular development through two avenues (Constitution Avenue and Fifth Street). The application stipulated they would be requred to obtain easements from the Norfolk/Southern Railway Company for Fifth --~treet and Constitution Avenue; and, install and construct any safety evices required by the Railway Company. Subsequent to that approval, Southern Railway has advised they will grant one (1) access point on Constitution Avenue. Therefore, Council would have to modify the application approved on January 12, 1981. It was noted that the applicant will construct a four-lane divided highway on Constitution Avenue. Upon motion by Councilman Baum, seconded by Councilman Holland, City Council voted to modify the application of R. E. TOWNSEND ESTATES, T/A COLUMBUS LOOP ASSOCIATES, approved January 12, 1981, to reflect approval of one ingress and one egress at Constitution Avenue. Voting: 9-1 ~ouncil Members Voting Aye: John A.
