The INFORMAL BRIEFING SESSION of the Council of the City of Virginia
Beach, Virginia, was called to order by Mayor J. Henry McCoy, Jr., D.D.S.,
in the Conference Room, City Hall Building, on Monday, 9 March 1981,
at 11:30 in the morning.

The City Manager advised that in response to Council's interest a
preliminary report was being presented concerning an independent
source of water for the City of Virginia Beach.
The Director of Public Utilities advised the City has been working
on the Fresh Water Program since December of 1980, and introduced
John W. Groschan, Vice President, Betz-Converse-Murdock.
Mr. Groschan advised that this Program was initiated in late November
1980 to definitely locate, safely develop and efficiently utilize
aquifers for long term water supply.
As of March 1, 1981, 160 surface resistivities (electrical soundings)
of 132 sites, 68 three-inch diameter observation wells totaling
approximately 11,170 feet of drilling, five three-inch diameter
monitoring wells totaling 1,267 feet of drilling, two six-inch
diameter test wells totaling 250 feet of drilling have been completed.
In addition, approximately 100 sieve analysis and 68 electric logs
have been completed and utilized in selecting well sites and predicting
aquifer capacities.

The fresh groundwater within the City of Virgiriia Beacl7. and reasonably
available for use as a potable water supply is contained in the Upper
and Middle Yorktown Aquifers. These aquifers are variable in thickness
and permeability, erratic in location, and when they are pumped at too
high a rate are extremely susceptible to contamination from upconing
of deeper groundwater containing high amounts of chlorides or from
intrusion of surface waters@within high chloride conte-nt.
The information collected and analyzed to date indicates that there
is a fresh groundwater supply in excess of 10 million gallons per day
available in the City. This groundwater can be supplied by a system
of 170 wells pumping at a rate of about 50 gallons per minute. These
wells will be spaced at intervals ranging from 700 feet to 1,000 feet
and be installed at depths which will effectively utilize both the
Upper (50 feet tb 60 feet), and Middle (75 feet to 105 feet) Yorktown
Aquifers. These aquifers depend on local recharge from rainfall which
is approximately 1,000,000 per day per square mile.
Three well field locations are proposed at this time:
WELL FIELD I - Area South and East of Oceana Naval
Air Station and the Red Wing Park Area - Estimated
production from this well field 1.5 mgd.
WELL FIELD II - Area approximately 1.5 miles wide
along Pungo Ridge from Nimmo Church to Indian River
Road - Estimated production from this well field
3.17 mgd.
WELL FIELD III - Area approximately 1.5 miles wide and
5 miles long along Pungo Ridge South of Indian River Road -
Estimated production from this well field 7.2 mgd.
Mr. Groschan also advised that to protect the acquifers it is of
utmost importance that strong and appropriate Land Use Ordinances
and administrative regulations be developed and enfcrced. In the
area North of Nimmo Church such items as lot size, storm drainage,
and recharge basins will have to be addressed. In the rural areas
South of Nimmo Church continued borrow pit operations, which remove
sections of the upper aquifer and pump to waste many million gallons
of fresh water each day, will have a definite adverse impact on the
aquifer and should be banned in areas required for well field recharge.
Below is the estimate of capital cost necessary to produce various
yields of potable water:
2.5 million gallons per day - $ 6.74 Million
5.0 million gallons per day - $ 9.24 Million
7.5 million gallons per day - $12.34 Million
10.0 million gallons per day - $15.00 Million
Below is the estimated operating and maintenance costs:
2.5 million gallons per day - $1,162,430
5.0 million gallons per day - $1,751,650
7.5 million gallons per day - $2,315,419
10.0 million gallons per day - $2,851,560
Below is the cost per thousand gallons:
2.5 million gallons per day - $1.27
5.0 million gallons per day - $0.96
7.5 million gallons per day - $0.86
10.0 million gallons per day - $0.78

The conclusions and recommendations are as follows:
1. Virginia Beach has a valuable source of ground-
water which is capable of producing 10 million
gallons per day.
2. The aquifers from which this water can be obtained
are variable and setisitive.
3. The estimated capital cost for developing, collecting
and treating a 10 mgd water supply is $15 Million.
4. The project time schedule should be revised to
reflect the production and treatment of 10 million
gallons of water by April 1982.
5. The development of this water supply is feasible
and the additional $5 Million should be funded
so this project can continue in an orderly
nianner.

Councilman Ervin requested the Staff to review what was being done
with regards to water quality in the Lynnhaven Harbor.
The City Manager advised Council the Governor of Virginia has directed
the State Water Control Board, through the Attorney General's office,
to draft an emergency regulation to require all ships at anchor to
contract for approved waste removal disposal service.
The Captain of the Port, Coast Guard Captain James Webb, has announced
that under his orders ships will be boarded upon arrival at Hampton
Roads, and those without an approved marine sanitation device will be
required to comply in one of three ways:

1. utilize a "honey barge" service
2. utilize Part-A-Potties; or
3. put out to sea to pump out their raw sewage
Captain Webb has also stated that violators will have,48 hours to
comply with his order, or face a $25,000 fine.
GENERAL BOOTH BOULEVARD ITEM #16349
The City Manager requested direction from Council regarding the alignment
of General Booth Boulevard, which was in the Bond Referendum Package at
a cost of approximately $4 Million.
It was the concensus of Council that this matter be placed on the Agenda
of 16 March 1981 for an indepth discussion.
ARCHITECTS-ENGINEERS ITEM #16350
The City Manager presented to Council the existing policy for the
procurement of Professional Architectural and Engineering Firms
by the City of Virginia Beach; and, presented a PROPOSED policy
for the selection of Architectural and Engineering Firms within the
City of Virginia Beach.
Councilwoman Henley presented to Council an Addendum to the existing
Policy, a copy of which has been made a part of these proceedings.
RESTAURANTS ALONG BOARDWALK ITEM #16351
Robert J. Scott, Planning Director, appeared before Council during the
INFORMAL SESSION to bring them up-to-date regarding the restaurants
along the boardwalk.
Mr. Scott advised that most of the property along Atlantic Avenue on
the Oceanside is zoned H-2 District. There are three (3) different
situations having to do with restaurants:
1. Property zoned H-2 and subject to the Zoning
Ordinance.
2. Parcels zoned B-4.
3. Certain restaurants which are "grandfathered".
The current Ordinances provides that restaurants are allowed at hotels
in-the H-2 District providing that the hotels have twenty-one (21) or
more units; and, provided also there shall be no evidence of their
existence outside the structure itself.

The proposed Ordinance would permit outdoor restaurants on a limited
basis:
1. Preserving the hotel use on the oceanside of
Atlantic Avenue; and, the commercial use on
the land side of Atlantic Avenue.
2. Protecting hotel operators along the Atlantic
Avenue "strip", which do not have these out-
door restaurants.
a. The outdoor restaura-nts must be closed
by certain hour in the evening.
b. No live entertainment would be permitted.
C. In conjunction with hotels with 50 or
more ro6ms.
This matter will be presented to Council on 23 March 1981.

THE AMOUNT OF $68,686 TO VIRGINIA BEACH
TRANSIT OPERATION FOR ADDITIONAL
PERSONNEL AND OPERATING EXPENSES
WHEREAS, the City of Virginia Beach operates the Trolley
Service in the Beach Borough and desires to provide City funding for
thirty (30)CETA positions presently utilized by this Service; and,
WHEREAS, the City also desires to expand the existing
Service to the South Beach area as well as operate the Sunshine Special
presently under Tidewater Regional Transit (TRT); and,
WHEREAS, the funding of CETA positions and the expansion of
services which will include twenty-three (23) additional positions will
require an appropriation of $68,686 for the remainder of this fiscal
year; and,
WHEREAS, revenues from fares, advertising, and TRT contributions
will equal or exceed these costs.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
VIRGINIA BEACH:
That funds in the amount of $68,686 be appropriated in the
General Fund to the Department of Parks and Recreation for fifty-three
(53) temporary positions and increased operating expenses due to
expansion of services in the Virginia Beach Transit FY 1981 operating
budget, and that estimated revenues in the General Fund also be increased
by the same amount.

KEMPSVILLE AREA
WHEREAS, the School Site Acquisition Fund was created
through financial contributions for school sites; and,
WHEREAS, the Virginia Beach School Board wishes to expend
$195,500 of a current balance of over $240,000 in that fund to purchase
a site for future construction of an elementary school; and,
WHEREAS, this fifteen acre site is located in the West
Kempsville area of Virginia Beach and is an area of increasing population
growth which the School Board has determined will require a new
elementary school in the future.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY
OF VIRGINIA BEACH, VIRGINIA:
THAT funds of $195,500 be appropriated and transferred from
the School Site Acquisition Fund to the School Capital Projects Fund
for the purchase of a site in the West Kempsville area of Virginia Beach
for future construction of an elementary school.

Code.
(6) Annual permit fee of Thirty Dollars ($30.00), for
residents of the City of Virginia Beach and
Ninety Dollars ($90.00), for nonresidents.
(8) No anchors to be driven in the beach to secure sailboats
unless approved by the Director of the Department of Public Works as to
type, size and location.

Upon motion by Councilwoman oberndorf, seconded by Councilman Standing,
City Council voted to uphold the recommendation of the City Manager and
ADOPT the Ordinance to amend and reordain Section 2-1.4(b) of the Code
of the City of Virginia Beach relating to distribution and sale of the
City Code.

Mr. Fred Bates, Director of Family Protection Services of America,
appeared before Council to request Council approve a $50,000
Federal Grant for Consumer Education, which would require no
matching funds.
Mr. Bates advised that "he feels it is inappropriate for City, State
or Federal Governments to 'police' every business"; however, he does
believe a combination of a small dose of government consumer protection
and a large dose of consumer education is the answer.
A copy of Mr. Bates presentation will be made a part of these proceedings.
